Work Unit:
Administrative Solutions, Division of Human Resources (HR) exists to provide decentralized human resource services to the general public, applicants, managers and employees who work for the Colorado Department of Human Services (CDHS). Consultation services include: benefit administration; compensation; employee relations; exam development; HR policy development; job analysis; job evaluation and classification; organizational development; New Employee Orientation; performance management; interpretation of CDHS HR policy, state personnel rules, state and federal employment laws; progressive discipline; records management; recruitment; workers’ compensation, Americans with Disabilities Act (ADA) coordination, responding to grievances, appeals, charges of discrimination; reorganization issues; retention; selection and selection appeals; settlement advice; strategic planning and providing overall HR guidance to CDHS managers, supervisors and employees.

Description of Job

Program Assistants provide high-level administrative and technical support which involves assisting other professionals by applying knowledge of and/or interpreting basic principles, rules, regulations, policies, precedents, other guidelines and objectives specific to a program or professional subject area to resolve problems.

This position provides a range of technical, administrative, and clerical support to the HR units, and internal and external customers. This position performs duties that are delegated by, and supports the workloads of HR team members.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:
Four (4) years of general clerical or administrative service experience which must include:

One (1) year of Professional Administrative experience working within a professional office setting.

Substitutions:
College, university or non-correspondence business school course work may substitute on a year-for-year basis.

You MUST submit a copy of your transcripts with your application materials if you are substituting education course work for experience.

Preferred Qualifications:
(Preference will be given to candidates who demonstrate having a greater depth and breadth of experience and knowledge related to those listed in the minimum qualifications)

Previous experience working in a professional HR office

Excellent verbal and written communication skills

Excellent interpersonal and organizational skills

Ability to organize, plan, and prioritize work

Experience with project planning and management

Demonstrated ability to work with a diverse group of customers and team members

Ability to adapt to programmatic changes and learn new computer systems

Highly Desirable Competencies:
Critical Thinking and Decision Making – using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.

Customer Service – Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.

Communication – of the oral and written English language – experience with oral presentations and public speaking; experience with structure and content of English language including the meaning and spelling of words, rules of composition, and grammar.

Technology and Computers – experience with software (MS Office Suite, CORE) and hardware, data systems, multi-relational databases, Internet, email, and other workplace technology and electronic devices.

Conditions of Employment:
Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination will disqualify the applicant from future State employment with CDHS.

Must pass a Colorado Bureau of Investigations background check as a condition of employment.

Also, if you wish to challenge the selection and comparative analysis process, you may file an appeal with the State Personnel Board/State Personnel Director within 10 days from the receipt of notice or knowledge of the action you are challenging.
